“創新設計 貢獻社會規劃未來
2013年10月13日...嶄新概念貫九龍東
賽馬會社會創新設計院還和起動九龍東辦事處合作研究，如何改善日後九龍東的交通網絡，令網絡更加連貫，並期望把該區發展為方便行人的社區。
九龍東正逐步由工業區轉型為香港另一個核心商業區，預期人流會愈來愈多。設計團隊實地考察後，發現觀塘區有近40條後巷，遂建議將這些後巷連接成行人交通網，並構思利用新設計的電動車，讓市民穿梭其中。
構思中的電動車名為「Alleyer」。葉長安說:「『Alleyer』車身輕巧，可載兩人及原地轉動，方便在狹窄的後巷行駛。我希望市民將來在這區，可以此車代步;『Alleyer』亦可有助改善空氣質素和環境。」
葉長安說，社會創新設計概念著重團隊合作，集合不同界別的專業意見，將創新的意念和產品應用在日常生活，協助解決社會問題。他期望學院未來可以與更多不同單位合作，構想出更多造福社會的設計意念。...”

The concept has been adopted in HK Govt 2015 Policy Address :
"The Government will also comprehensively develop the concept of a "walkable" Kowloon East in the Kowloon Bay and Kwun Tong Business Areas to improve the pedestrian environment and address traffic issues. We will study arrangements to facilitate the construction of elevated walkways by private property owners and examine the feasibility of facelifting back alleys and linking them to the pedestrian network. 施政報告 商業及經濟用地...87. 九龍東是本港另一個核心商業區...優化後巷、引入行人網絡的可行性..."
